  1. Not to be overly cynical, but I’ll believe it when I see it signed and on paper. Having said that, didn’t Clinton establish the U.S. Coral Reef Task Force and issue a protection order for Hawaii on his way out of office as well?

  2. I see your point Thomas, but he did implement the Papahanaumokuakea National Monument. So who knows.

    He did and also some other last minute environmental legislation like the Grand Staircase-Escalante National Monument, some of which was overturned when Bush came in. It is pretty amazing how easily a US president can decree that a patch of the world be protected. It makes me wonder whether public education or executive persuasion is the most effective strategy.
